TAX INCREMENTAL DISTRICT No. 1
District Creation &
History
TIF No. 1 was created on 9/17/01 as an “Industrial” TIF. The
expenditure period is 18 years, and the maximum life of the district
is 23 years, or until 9/17/2024. The district basically encompasses
property on both sides of the USH 141 corridor, as well as a few
blocks east of the highway along Hall Avenue to the railroad tracks.
An additional parcel of land was added to the district in 2005 to
facilitate the Chaikowski project. The district was created to
promote and enable economic growth.
Dyer Business Park
The Village of Crivitz purchased the property lying northwest of the
intersection of USH 141 & CTH A/W from the John Wojtkiewicz family
in 2004, with the intent of creating a retail business park. The
goal of the park is to promote development by providing improved
properties at a reasonable price to developers. The park is named in
honor of the first Village President, Paul Dyer. Another
street in the park is named in honor of past Village President, Mary
A. Wisner. Development of the
property includes roadway construction, curb, gutter, storm
sewer, sidewalks, on-street parking, street lighting, electric,
natural gas and municipal water and sewer.
The village was awarded a Site Assessment Grant and a Community
Development Block Grant/Public Facilities for Economic Development
grant in the combined amount of $240,000.00. The district will
contribute approximately $389,000.00 to the project, for a total
project cost of approximately $629,000.00. Ayres & Associates of Green Bay engineered
the project, and construction contractors included Barley
Excavating, Jossart Brothers and the Marinette County Highway
Department. Infrastructure construction is nearly completed,
with Mira Avenue road improvements scheduled for August, 2007, by
Potts Construction.
Completed
businesses in the park include Sew Much More, Lakes Construction,
Thunder River Log Homes, Pine Cone Home Decor, Backyard Beautiful,
Curves for Women, and Wolverine Outfitters.
Unique Transitions Salon & Spa, owned by Sarah Magnusek, is the
newest business in the park and opened in July, 2007. All 8 of these businesses are owned and operated by area
residents. (See photos below)
There are currently 2 lots available
for purchase in the park. The purchase price of each lot is
$15,000.00, with the developer to be refunded $5,000.00 upon
completion. The minimum value of improvements
developers must make on these lots, including real and personal
property values, ranges from $151,000 to $564,000. This minimum
value assures that the amount of tax revenue generated by each
individual development will be sufficient to pay debt service on the
portion of the infrastructure project attributable to each lot.
One of the available lots is 1.31 acres, the other is .3 acres.

USH 141 TIF Projects
The first project in the district was Hall Avenue road
reconstruction and storm sewer. The purpose of this project was to
provide sufficient drainage and road access to properties within the
district on Hall Ave, such as the Best Western Motel. The cost of
this project was approximately $1,000,000.00.
Four road construction projects on USH 141
have been completed.
Private developers have entered into development agreements for
infrastructure improvements on these four properties. These included
Greg Listle (American Fireworks) & Jeff Aubry (Smitty's Used Cars) John Dory, Pat Witt (Witt Auto
Sales) and Calvin Chaikowski (JC Powersports). Each of these infrastructure
improvement projects included road construction, curb, gutter, storm
sewer, sidewalks, water and sewer utility extensions, street
lighting, electric and gas. Under the agreements, the developers
pledge to improve their properties by a specified date to a
particular assessed value that will yield tax revenue for the
district ("tax increment") sufficient to
pay the annual debt service on the projects. Should the developer
fail to reach the necessary tax increment amount, they must
subsidize the increment with direct cash payments. This provides
incentive to the developer to achieve the development goal in a
timely manner, while at the same time ensuring a sufficient amount
of tax increment for district debt service. The estimated final cost for all four projects is
$584,144.00. Please see the captions in the photos below for
